Tax = sum of each bracket portion × its bracket rate. Average rate = tax / taxable amount × 100. Each rate applies only to the amount within its bracket.
For an illustrative base of CAD 15,000, a first bracket of CAD 10,000 at 10% and remainder at 20% gives CAD 2,000. These are teaching values, not Quebec transfer-tax rates.
